IACAD updates the legislation of Construction of Mosques in Free Zones and Special Development Zones

The Islamic Affairs and Charitable Activities Department in Dubai has announced the details of the Administrative Resolution No. (33) of 2022, Amending Administrative Resolution No. (83) of 2020, Prescribing the Rules and Requirements for Construction, Alteration, and Maintenance of Mosques in the Emirate of Dubai, as it included the amendment to Article (7) regarding the establishment of mosques in free zones of Dubai.

The Islamic Affairs and Charitable Activities Department in Dubai has announced the details of the Administrative Resolution No. (33) of 2022, Amending Administrative Resolution No. (83) of 2020, Prescribing the Rules and Requirements for Construction, Alteration, and Maintenance of Mosques in the Emirate of Dubai, as it included the amendment to Article (7) regarding the establishment of mosques in free zones of Dubai.

Administrative Resolution No. (33) of 2022 issued by IACAD set 3 conditions that the supervising authorities in the free zones in Dubai must abide by; an authority supervising a free zone, or a Special Development Zone in the Emirate must include the number, locations, area, and types of the Mosques to be constructed in the zone it. supervises in the zone master plan; obtain the approvals to this master plan from the competent entities in the Emirate; and notify the IACAD of the same.

Upon approving the master plan by the competent entities in the Emirate, demarcate the land plots allocated for constructing Mosques and apply for issuing their title deeds in the name of the IACAD; and consider, in coordination with the IACAD and the competent entities in the Emirate, the need for constructing Mosques within real property projects. The allocation of land plots for constructing Mosques, and the procedures for construction, alteration, or maintenance of Mosques in free zones and Special Development Zones, will be in accordance with the provisions of this Resolution.

“The issuance of the new administrative resolution came within the framework of the Department’s practicing its duties in drawing up the general policy for Islamic affairs and charitable work in Dubai in accordance with the highest international standards,” His Excellency Hamad Al Sheikh Ahmed Al Shaibani, Director General of IACAD said, explaining that IACAD plays its supervisory role.

His Excellency confirmed that IACAD is concerned with a group of procedures related to planning and implementing the construction of mosques, activating their operation, and maintaining the updating of mosque building designs. As well as the implementation of strategic plans in construction and architecture in cooperation with the competent authorities, for the sustainability of mosques.

The Director General pointed out that the issuance of the new administrative decision by the Department comes as a complement to the laws, decrees, and legislation issued by the Government of Dubai, pointing to IACAD’s keenness to translate these legislations into English and publish them on its official website.

His Excellency praised the cooperation with The Supreme Legislation Committee to complete the issuance and translation of these legislations.
