In a strategic step reflecting the vision of Dubai to invest in people and promote authentic values as a foundation for sustainable development, the initiative aims to build an integrated institutional system for teaching and memorizing the Holy Qur’an. It enables community members to learn the Book of Allah through flexible learning pathways and unified standards, reinforcing the family’s role in instilling Qur’anic values and positioning Dubai as a leading model in building a knowledge-driven society rooted in identity and open to the future.

The initiative is centered on a key objective: ensuring at least one Qur’an memorizer (Hafiz) in every household. This is achieved by unifying the efforts of entities and centers involved in Qur’an education within a comprehensive regulatory framework that ensures integration of roles and standardization of educational criteria, thereby improving the quality of memorization outcomes and expanding access to Qur’anic programs for all segments of society.

It targets all segments of the community, starting with children aged six and above, as well as youth, parents, senior citizens, and people of determination. This reflects the initiative’s inclusive approach and its focus on empowering families as the primary driver in nurturing a generation connected to the Qur’an in knowledge, values, and behavior.

The initiative is built on a structured educational system consisting of three main levels: beginning with recitation and correction for beginners, followed by memorization, Tajweed, and foundational texts, and culminating in advanced levels of Qira’at (modes of recitation) and Isnad (chains of narration). This ensures a comprehensive learning pathway aligned with learners’ needs and enhances the quality of Qur’anic education outcomes through measurable standards.

Additionally, the initiative contributes to establishing a centralized, accurate, and continuously updated database of Qur’an memorizers across Dubai. This supports the development of future Qur’anic programs and provides clear performance indicators to measure community impact, enhance integration among departments and centers, and improve planning efficiency and decision-making.

His Excellency Ahmed Darwish Al Muhairi, Director General of the Department, stated that the initiative represents a strategic direction aligned with Dubai’s vision of investing in people and strengthening value and knowledge systems. He emphasized that reinforcing the family’s connection with the Qur’an is fundamental to building a more aware, cohesive, and sustainable society.

He added that the initiative establishes a unified institutional model that enhances the efficiency of Qur’an memorization programs and amplifies their societal impact through the use of digital solutions and integrated roles, in line with Dubai’s aspirations to develop a leading knowledge ecosystem that supports quality of life and reinforces value-based identity for future generations.

For his part, Dr. Ali Hassan Al Marzouqi, Acting Executive Director of the Islamic Affairs Sector, affirmed that the initiative provides a unified institutional framework that improves the efficiency and quality of Qur’an memorization programs. This is achieved through standardized educational criteria and robust data systems that support continuous program development, expand community participation, and strengthen the family’s role in fostering a deeper connection with the Qur’an.

The “A Hafiz in Every Home” initiative is part of a broader portfolio of community initiatives launched by the Department to promote Islamic culture and reinforce the role of families in raising value-driven generations. It aligns with the objectives of the Year of the Family 2026 and reflects the Department’s vision of being closer to the community and more impactful in achieving sustainable social development.
